* Vermont is first state to ban fracking - will others follow?

Follow up to previous postings on fracking, news that Vermont became the first state to ban the practice - Gov. Peter Shumlin: "This bill, [H. 464 - An act relating to hydraulic fracturing wells for natural gas and oil production], will ensure we do not inject chemicals into groundwater in a desperate pursuit for energy. It is a big moment. I hope other states will follow us. The science on fracking is uncertain at best. Let the other states be the guinea pigs. Let the Green Mountain State preserve its clean water, its lakes, its rivers and its quality of life."

Despite the unknowns about sunscreens’ efficacy, public health agencies still recommend using them, just not as your first line of defense against the sun. At EWG we use sunscreens, but we look for shade, wear protective clothing and avoid the noontime sun before we smear on the cream. Here are the surprising facts..."

    * World Bank - Food Price Watch

Food Price Watch: "Global food prices have increased by 8% in the last four months since December 2011, and in March 2012 were only 6% below their February 2011 historical peak. All key food prices have increased, except for rice. Increasing international oil prices, adverse weather conditions, Asia's strong demand for food imports, and the persistent European financial crisis have contributed to this increase, notwithstanding the projected bumper harvests of rice and coarse grains and the corresponding increase in ending food stocks. Domestic prices remain high in many parts of the world, with the magnitude of increases typically exceeding price declines across countries. If the current production forecasts for 2012/13 do not materialize, global food prices could reach higher levels, underscoring the need to remain vigilant and improve the monitoring of early signals of global and regional crises."

    * Working Beyond Retirement-Age at Record High Levels

NYT: "Labor Department figures indicate that the percentage of workers over the traditional retirement age of 65 is at a record high. But, the figures show, job totals fell sharply for men under 55 during the recession and have only started to recover, while the proportion of women ages 25 to 54 with jobs also slid and is close to the lowest level of the last two decades...Off the Charts: The Older the Worker, the Better - Employment for traditional working-age Americans remains well below where it was at the end of 2006, before the economy began to weaken. But the proportion of older Americans with jobs has risen, as baby boomers put off retirement or return to the work force."

    * Birth Rates for U.S. Teenagers Reach Historic Lows for All Age and Ethnic Groups

Birth Rates for U.S. Teenagers Reach Historic Lows for All Age and Ethnic Groups - Brady E. Hamilton, Ph.D., and Stephanie J. Ventura, M.A., April 2012

  • "Teen childbearing has been generally on a long-term decline in the United States since the late 1950s. In spite of these declines, the U.S. teen birth rate remains one of the highest among other industrialized countries. Moreover, childbearing by teenagers continues to be a matter of public concern because of the elevated health risks for teen mothers and their infants. In addition, significant public costs are associated with teen childbearing, estimated at $10.9 billion annually. The most current data available from the National Vital Statistics System (NVSS), the 2010 preliminary file, are used to illustrate the recent trends and variations in teen childbearing."

    * Hearing on the Geolocation Privacy and Surveillance (GPS) Act

House Committee on the Judiciary Subcommittee on Crime, Terrorism, and Homeland Security - Hearing on the Geolocation Privacy and Surveillance (GPS) Act - Statement for the Record of Professor Matt Blaze, May 17, 2012

  • Re - Geolocational Privacy and Surveillance Act, S. 1212: "GPS is only one technology for cell location, and while it is the most visible to the end user, GPS is neither the most pervasive nor the most generally applicable cellular phone location system, especially in the surveillance context. More ubiquitously available are techniques that (unlike GPS) do not depend on satellites or special hardware in the handset, but rather on radio signal data collected and analyzed at the cellular providers' towers and base stations. These “network-based” location techniques can give the position of virtually every handset active in the network at any time, regardless of whether the mobile devices are equipped with GPS chips and without the explicit knowledge or active cooperation of the phone users."

    * Military and Security Developments Involving the People's Republic of China 2012

Annual Report to Congress - Military and Security Developments Involving the People's Republic of China 2012, May 2012

  • "The People's Republic of China (PRC) is pursuing a long-term, comprehensive military modernization program designed to improve the capacity of China’s armed forces to fight and win “local wars under conditions of informatization,” or high-intensity, information-centric regional military operations of short duration. China’s leaders view modernization of the Chinese People’s Liberation Army (PLA) as an essential component of their strategy to take advantage of what they perceive to be a “window of strategic opportunity” to advance China’s national development during the first two decades of the 21st century. During this period, China’s leaders are placing a priority on fostering a positive external environment to provide
the PRC with the strategic space to focus on economic growth and development. At the same time, Chinese leaders seek to maintain peace and stability along their country’s periphery, expand their diplomatic influence to facilitate access to markets, capital, and resources, and avoid direct confrontation with the United States and other countries. "is strategy has led to an expansion of China’s presence in regions all over the world, creating new and expanding economic and diplomatic interests."
